Leave in HRIS: two-level approval and Dispensation Leave (CTD)
A leave request is approved by manager 1 and then manager 2; HR only decides when that level has no manager and can still cancel. Dispensation Leave (CTD) is for permanent employees only.

Steps
Requesting: the employee opens the employee page (hris.satupack.com/app/saya), picks the leave type, dates, and a reason when asked. The server rejects requests that do not meet the type's conditions.
Manager 1 is the employee's direct manager. Manager 2 is that manager's manager. Manager 2 only sees the request after manager 1 approves. If there is no manager 2, manager 1's approval is enough.
Rejecting at any level ends the request as rejected. The owner can decide at any level and it completes immediately. The decision at each level is recorded.
HR's role changed: the holder of the Leave permission (HR) no longer decides leave when that level has a manager. HR decides only when that level has no manager (for example an employee with no manager). HR can still cancel leave through a special permission.
The two-level rule applies to all leave types, not only dispensation leave.
Dispensation Leave (CTD) is a built-in type in every store: for permanent employees (PKWTT) only, paid, and it does not deduct the annual leave balance. The request must pick a reason, and each reason has its own day limit and document rule.
Initial day limits per reason (editable, see Tips): pregnancy or childbirth 90 days (document required), sibling's wedding 2 days, immediate family death 2 days, religious pilgrimage 40 days, other 3 days.
Fixed-term (PKWT), daily, intern, and outsourced staff cannot request CTD: the server rejects it with "only for permanent employees" and the type does not appear on their employee page.
Tips
- Admins or HR with the Work rules permission edit CTD reasons at Leave types > Edit Dispensation: the reason name, day limit (1 to 365, not above the type's maximum), a document required switch per reason, adding reasons (up to 12), and deleting reasons. A reason already used by a request cannot be deleted.
- Not in this version yet: automatic reminders and auto-reject when a manager does not respond, an "HR was notified" alert, per-leave-type flow settings, and supporting document upload per reason (documents use the existing proof route).
Common questions
Can HR still approve leave?
Only when that approval level has no manager. When a manager exists, the manager decides; HR can still cancel leave.
When does manager 2 see the request?
After manager 1 approves. Before that the request is not in manager 2's list.
Does CTD reduce the annual leave allowance?
No. CTD is paid and does not deduct the annual leave balance.
Can contract employees request CTD?
No. CTD is for permanent employees (PKWTT) only.
